Planning Board Meeting Minutes

7:00 PM the Planning Board meeting was called to order by D. Lindberg.

PUBLIC HEARING - Definitive Subdivision Amendment, Highlands of Holden (fka Deer Run), C&S Builders:  A. Bonofiglio read the Public Hearing Notice into record.

Paul Novak, Attorney for C & S Builders, introduced himself and Jay Finlay, Engineer, to the Board.  Len Gengel, applicant, was also present.

The applicant is proposing to eliminate a common driveway required as a condition of the original definitive subdivision approval.  Excavation of soil along Main Street frontage has provided sufficient site distance and a driveway permit has been awarded by the Massachusetts Highway Department.  Site distance was proven adequate for 40 miles per hour.  If the amendment is approved, the Fire Department requested that Lot 18 be assigned a Main Street address.  The applicant is also proposing to amend the grading above the underground detention system located between Lots 17 and 18, to alleviate a slight depression.  The applicant provided sufficient information.  The piping for the underground system could accommodate the additional few feet of fill.

No Public Comments.

W. Ritter motioned to close the Public Hearing.  A. Bonofiglio seconded.  Vote 6-0, all in favor.

W. Ritter motioned to approve, reading the draft of conditions into record.  A. Bonofiglio seconded.  Vote 6-0, approved.

PUBLIC HEARING - Definitive Subdivision Amendment, Wingspan Estates, Wingspan Properties, LLC:  A. Bonofiglio read the Public Hearing Notice into record.  The plan was presented to the Board by Mike Andrade, Graves Engineering.

Wingspan Estates is applying for the addition of a lot.  The lot has the required frontage on Allen Road but the driveway will be located on the cul de sac of Birch Hill.  The lot is poorly shaped but meets all zoning
requirements.  The access from Birch Hill for the driveway will eliminate a reserved connection to abutting property not yet subdivided, requiring a waiver from the Subdivision Control Regulations Section V.A.1.e.

W. Ritter asked P. Harding for her opinion.  Both are concerned with the shape of the property.

Public Comments:
  • Robert Kielinen, 17 Birch Hill Rd:  Inquired how this would affect future building of the property.  He was told that if they didn’t build a house, they could possibly put a road through.
W. Ritter asked the builder if he has spoken to the other new owners of properties at Wingspan Estates.  He said that he has.

W. Ritter motioned to close the Public Hearing.  A. Bonofiglio seconded.  All in favor.

W. Ritter motioned to approve the additional lot, reading the draft of conditions into record.  J. Head seconded.  Vote 6-0, approved.

APPROVAL NOT REQUIRED

27 Larkspur Road, R-2 Zoning District, R.H. Gallo Builders:  A small 26 square foot parcel is being transferred to an abutter to accommodate a shed that was partially located on abutting property.  Both lots conform to zoning and no building lots are being created.

W. Ritter motioned to approve.  A. Bonofiglio seconded.  Vote 6-0, approved.

148 Salisbury Street, R-10 Zoning District, Stephan Ricciardi:  A parcel is being transferred to an abutter to accommodate an accessory structure that is partially located on abutting property.  Both lots conform to zoning, and no building lots are being created.

W. Ritter motioned to approve.  A. Bonofiglio seconded.  Vote 6-0, approved.

OTHER BUSINESS:
  • Next Meeting:  D. Lindberg informed the Board that a Boy Scout Troop will be attending the next meeting.  A. Bonofiglio will not be in attendance.
  • Worcester Business Journal:  W. Ritter will be forwarding an article on Wind Farms to P. Harding to copy for the Board.
  • Walgreen Lighting:  A. Bonofiglio previously spoke to P. Harding regarding an abutter with lighting problems behind Walgreen’s.  P. Harding said they have installed shielding, and will conduct light readings at the fence to determine if there is spillage onto abutting property.  They have also lowered the wattage of the bulbs on the rear of the building.
  • CMRPC:  O. Lies updated the Board. DLTA Program is being funded for 2011.  More information to come.
  • Meeting with Dennis Lipka and the Implementation Committee:  This will be after the next meeting.
  • Traffic Management:  Jim Zingarelli, DPW, informed the Board that the Transportation Circulation Committee has been working on completing a Traffic management plan for Main Street and may have something in the next month that might be of interest to the Planning Board.
Next Meeting:  September 28, 2010, 7:00 PM.

A. Bonofiglio motioned to adjourn.  W. Ritter seconded.  All in favor.
